Welfare Navigation

CLEARING THE PATH BEFORE OPPORTUNITY CAN BE TAKEN

For many Veer Naris and disabled veterans, the first barrier to livelihood is not lack of ability. It is unresolved paperwork, unclear pension status, missing documents, unclaimed entitlements, disability certification, family pension confusion, or uncertainty about which welfare body to approach.

CoEB recognises welfare navigation as a livelihood issue. A beneficiary cannot confidently take up work, start a business, apply for training, or seek financial support if basic documentation and entitlements are unresolved.

What CoEB helps with

  • Pension and entitlement clarity – helping beneficiaries understand whether pension, disability benefit, family pension, or other support is correctly in place.
  • Documentation support – dependent ID cards, disability certificates, widow documentation, NOCs, bank details, Aadhaar linkage, and basic identity documents where relevant.
  • Welfare body linkages – connecting beneficiaries to KSB, AWPO, regimental associations, Zila Sainik Boards, state ESM directorates, service networks, and other appropriate bodies.
  • Referral and follow-up – guiding beneficiaries towards the right office or institution and supporting them with clarity where possible.
  • Pre-livelihood readiness – ensuring documentation gaps do not prevent training, employment, enterprise registration, or financial access.

Why welfare navigation belongs on the Livelihoods page

  • Income cannot be built on confusion and incomplete paperwork.
  • Many beneficiaries lose time, confidence, and opportunity because they do not know where to go.
  • Once documentation and entitlements are clearer, beneficiaries are better placed to take up skilling, employment, enterprise, or financial support.

CoEB’s approach

  • Listen first, identify the exact barrier, and avoid giving generic advice.
  • Map the issue to the correct welfare body or institutional route.
  • Help the beneficiary move from helplessness to informed action.
  • Treat welfare navigation as a dignity-building process, not a favour.
